In 2008, we prepared a white paper describing the advantages of exclusive vs. non-exclusive service arrangements for the commercial and rolloff sectors. The report also included information on the solid waste challenges facing the City, and a recommended course of action to modify the City’s current system. Work included gathering rate information from cities in Los Angeles County that had recently competitively procured refuse collection service, and gathering information about the disposal and transfer market in Los Angeles County. We presented our findings to the City Council.
